Now I can turn my attention to considering the Adjustments Appropriations debates and votes coming up Friday this week and Tuesday next week.
In English, this means that the Western Cape provincial government departments are proposing adjustments to their 2012/13 budgets that were passed by provincial parliament in earlier this year (the financial year is 01 April to 31 March).
At this half-way point in the year (more or less), they ask us to approve and support their proposed adjustments to those budgets.
Adjusting a budget can simultaneously signal that a department is either efficiently keeping up with changes in the procurement and service delivery environment or that they’ve realised they messed up the main budget past at the beginning of the year and now wish to correct it…or….!
It’s our job to assess all this and more, and then vote accordingly.
