The SADCOPAC conference was a gr8 success. Thanks to the Tanzanian Parliament for hosting it, the Prime Minister for opening it and the work of a few hundred delegates from some 40 (mainly SADC) countries.
AFROPAC was also launched – a significant step taken to increase parliamentary oversight and executive accountability of the public money they spend, in all of Africa. I had the privilege of sitting on the committee that drafted and finalised the AFROPAC Constitution.
One of the principles that continues to spark interest, contrast and debate is that membership of Public Accounts Committees ought to be dominated by MP’s of the opposition party(s) not by members from the governing party.
This is how I and many others agree it should be, but sadly its not – so it will remain one of the unresolved challenges of PAC’s in Africa.
